Distractions while driving can be considered negligent if they interfere with the driver's ability to control the vehicle.

A Canadian driver who after spilling coffee on his leg while driving, then lost control and ended up wiping out in the ditch. The driver was charged with Careless Driving under Canada’s Highway Traffic Act.
