In order to reduce the risk of accidents within the industry, the U.S. Department of Labor formed the Occupational Health & Safety Administration in 1970 under the Occupational Safety and Health Act. The organization, which exists to prevent injuries and ensure safe workplaces for construction workers, sets federal standards and record keeping requirements.

For weight they added rail cars to bridges, hoping they would be saved. But the raging waters know no mercy. Having taken down a large bridge, the flooding waters claimed a second; a railroad bridge holding a locomotive and several other rail cars added for weight. In the water went several employees including the engineer.
