Iowa - Dog Bites Unsuspecting Walker

This is interesting. It's been reported by the Iowa City Police Department that a person in Iowa City is out walking and another person walking their dog approaches. As they pass the dog bites them in the leg. That's not so interesting but no information is exchanged between the pedestrians. How can that be so?

The Iowa City Police Department is trying to identify the dog and its owner. The owner is described as a white female in her early 50s, 5-5 in height with a small build. The dog that bit the victim is described as a mix breed (possibly German Shepherd and Collie) with brown and black longer hair weighing 80-90 pounds. No description is available on the other dog.
