It's been reported that the leak was caused by work being performed by an outside contractor.

BPI spokesman Rich Jochum blamed the leak on work being performed by an outside contractor.

So please tell us what company was the outside contractor? Who was in charge of supervising the job? And where were they when the leak occurred?
